Position paper - Implications of the European Parliament proposal for the dual-use items recast
The American Chamber of Commerce to the EU (AmCham EU) supports the aim of the recast of the EU's Regulation on the export control of dual-use items, as it tries to ensure that certain goods and technologies are not used by rogue actors to commit human right violations.
It is vital that the legislative revision is based on the abilities of the involved actors and reflects the realities of the market. Otherwise, there will be the risk that the regulation imposes additional controls under vague and ill-defined conditions without actually achieving the objective of protecting human rights in the destination countries.
To further the discussion, AmCham EU has prepared an analysis of how the European Parliaments proposal for the dual-use items recast could impact industry operations in the EU.
