Position paper - Building blocks for a decarbonised EU

As part of the 'Renovation Wave' strategy and 'Fit for 55 package', the Commission has proposed a revised version of the Energy Performance of Buildings Directive (EPBD) that will introduce mandatory minimum energy performance standards for all building types and update Energy Performance Certificates. While the proposal presents an opportunity to increase energy efficiency and decarbonise the building sector in the EU, there are areas that require further evaluation by the Commission, including: 

  • Harmonisation of targets to reach overarching climate goals, 
  • Carification of areas such as PPAs, data exchange and operation of backup generators,
  • Alignment of net zero buildings certifications with international standards,
  • Coherence with other policy areas, including the EU's proposed ecodesign measures, 
  • Increased financial incentives to facilitate better implementation of the Directive,
  • Analysis for electric vehicle charging infrastructure.
